HP manipulators weren’t a new concept, and they released 5 characters focused on it in 5 patches, BoL is a new thing in Fontaine and it’s looking like we’ll get 3 to 4 total characters who use it unless it continues to be relevant in Natlan (unlikely)
And Furina works with almost every single DPS in the game, even Clorinde, which makes 1 character who doesn’t like her and that character happens to be her biggest fear.
Putting it this way, the first 3 patches of Fontaine were dedicated to HP manipulating DPSes, rounded off by a HP manipulating support
