Character Details | Neuvillette is a solitary person. Fontainians who have tried to get close to him have, without exception, been politely rejected. To this day, no one even knows his first name, since he has always asked that he be referred to by his last name. He believes that close personal ties will lead to suspicions about the justness of one's judgments, while he must remain a symbol of absolute justice. Of course, there will always be people who just won't give up. They will say, "Come now, Monsieur Neuvillette. Not everyone will stand trial, nor will you always have to remain in the judge's seat." But is that really the case? If there is an answer in his heart, Neuvillette will not reveal it. Given enough time, every river will overflow and flood. Every last Fontainian is guilty, with judgment and doom certain to one day fall upon them — this is neither metaphor nor rhetoric. Yet, Neuvillette can share this fact with no one. Truly, he is a lonesome person. |
Character Story 1 | Neuvillette is not known for his personal desires. Curious members of the public and journalists are wont to seek high and low for him all across Fontaine when he is not sitting in the Chief Justice's seat of judgment. He may sit at a seat for specially invited guests during performances, appear by the shore when the skies are just on the cusp of weeping, or be standing within the shadows cast by the afternoon sun. There was once a time when all believed that he was some kind of demon who existed solely to preside over trials and judge, forcing him to clarify that... Well, the gist of it was "to bear witness and judge is my great honor, but I am not a trial aficionado. Iudex is simply one of the hats I wear, and my time as a judge is but one phase of my life." This successful clarification led him out of the frying pan, and into the fire, as they say, with still more troublesome rumors emerging — "Shocking News! Neuvillette Claims 'Iudex' to be 'Springboard' Post! Unspeakable Plans Next; Where Will His Ambition End?" As for the new rumors, Neuvillette paid them no heed. Perhaps they were, in fact, right on the Mora, and he simply did not correct them out of principle? No one knows. Neuvillette is also not much of a drinker, nor does he like Fonta — indeed, he has never even been known to have given any sincere praise to the local chefs' most renowned dishes. This has led people to suspect that his lack of consumptive desire might come down to him simply not having a sense of taste. His response was to organize a water-tasting salon party, at which all were gobsmacked by the wide variety of flavors water from different regions could possess and floored by the Iudex's most refined tastes. Of course, the amount of authenticity present in such interactions cannot be known. But whatever the case, Neuvillette really is devoid of selfish want. * Unlocks at Friendship Lv. 2 |
Character Story 2 | Neuvillette is a just person. If not for that quality, he probably would not have been qualified to serve as the Iudex in the first place. To the children, the job of the man in the judge's seat is nothing more than wearing a wig, maintaining order in the court, and being the Oratrice's messenger pigeon. In truth, however, there are many administrative affairs that he must handle in private to keep the justice system up and running. Due to certain historical and traditional legacies in Fontaine, the Iudex also has the right to prosecute, as well as the power to enforce the law in person. This was originally intended to make it easier to maintain law and order during chaotic times, but as the system became further refined, this rule, which represented the spirit of the pioneer far more than that of the law, became maintained only symbolically. When the Iudex investigates a case or serves as the prosecutor, they must recuse themselves as judge, and have someone else take the seat. And in the few instances where he has personally investigated cases, Neuvillette has unerringly followed this rule. One thing to note is that he has been the only Iudex in the land for a very long time, so much so that people often speculate that he must have been given an unimaginably long life due to divine favor. As such, it is well that he is nothing if not fair-minded, or such an extensive term would surely lead to problems someday. As to what he is precisely — a familiar of the Hydro Archon, or a mysterious Hydro elemental creature, perhaps — there are a great many opinions, though Neuvillette has never once commented on such talk. Character Story 3 | Due to a variety of reasons, Fontaine's legal codices retain all manner of odd articles from days past. Neuvillette himself contributed this clause: "A Melusine shall be addressed as 'she,' rather than 'it,' for they are people too." This might look strange on its face, but the more one considers it, the more it makes sense. After all, Melusines have been found all over Fontaine since near-modern times, and fighting for equal rights for them beginning with terms of address sent a powerful signal. Indeed, Fontainians have noticed that Neuvillette displays different amounts of warmth toward Melusines and humans. Most regard this as the understated goodness in his heart having found an outlet, becoming the love of a father. Oddly enough, this one only gets stranger the more one knows about Neuvillette. For he is the Hydro Dragon, and in this capacity, he regards Melusines as dependents and successors, and also as the finest example of a new sort of Hydro Vishap species. Yet he is also the destroyer of the present order, the one who shall judge all gods, and the foe of humanity. So why, then, did he secure human rights for the Melusines? You alone could ask him this question, and this was his reply: "It wasn't up to me. Melusines simply prefer being around humans, that's all." * Unlocks at Friendship Lv. 4 |
Character Story 4 | Neuvillette has always favored rainy days over sunny ones, as the moisture-laden air helps him relax. However, it has been a long time since he last delighted in standing under the rain. It seems that from the time he chose to walk alongside Fontaine, he began to play the role of a strictly law-abiding normal person. Of course, normal people would not walk through the rain without an umbrella, allowing the rain to drench their hair. It is worth mentioning that the role of Chief Justice is as much his true self as the Hydro Dragon is his essence. Only the role of "normal human" is one he must play. It was in their solitude and guilt that humans invented a god to judge them, and in their greed and guilt that they created a god to save them. And with that god no longer present, it falls to Neuvillette to fulfill such expectations. He has pardoned humanity, and has regained his original form. Now, he can finally walk in the rain and enjoy it. Indeed, he did do exactly this, and standing in the rain, he gazed into the distance, reminiscing about that day, so long ago, when he had received that letter. Yes, a letter had found its way to him by some unknown means. The name of the recipient had been left blank, with the text only addressing him bluntly as "you." A special you. A unique you. Neuvillette was not opposed to such a manner, but neither did he approve of it. He felt, vaguely, that the powers-that-be of the present world had no real right to judge him so. He knew that this letter had been written by the Archon Focalors, who was inviting him to come and see Fontaine, claiming "I shall leave you a seat with the best view in the greatest theater." Later, he would indeed come to receive that very seat — in the middle of the front row of the Opera Epiclese on the island known as Erinnyes. He would watch all manner of performances there, and the view was indeed excellent, just as Focalors had claimed. What happened later was not made public knowledge. In all likelihood, the people had no way of understanding what it meant that the throne was shattered, or how the power of water was fully restored to its original owner. As to their being pardoned, and why they had to be forgiven in the first place, that was an even broader and more complex tale. And thus did the curtain fall — Fontaine witnessed a happy ending to the greatest drama in history. Or was it? A happy ending, that is. It was then that Neuvillette understood that the "seat" mentioned in the letter was not merely a chair in an opera house. Focalors — or Furina, he should say — had given up her seat in the audience, come onstage alone, and become the heroine of the drama. There were only ever a fixed number of seats, and for one to sit down, was for another to depart. That letter had been an invitation, issued several centuries in advance. Well, Hydro Dragon? Character Story 5 | One as great as he should have no need for a constellation to shine over him. After all, "fate" is merely the manner in which the present ruler of this world plays with living beings. Now that he has obtained one part of seven of the authority over the mortal realm, and reforged the throne and title of a "Fully Fledged Dragon," he is one strong enough to equal and rival "the human realm," and logic would dictate that he need not subscribe to this system known as "fate." He can see, in the skies of destiny, how many stars contend with one another, creating a complicated, fragile world. He did not initially care much about such, for the puppet strings glossed as "divine rules" would one day be burned away by the fires of judgment. But he too was taken in by certain pleasing rhetoric. "In that case, why don't you just watch over the Fontainians? They were born from the Primordial Sea, after all. That makes them part of this planet's native life, too, and a form of life that requires your care." He would never admit that he himself had become quite fascinated with the joys and sorrows of humanity. Was it not so, he would argue, that humans find their gaze stolen by the ripples from falling raindrops in puddles? And could it not be, he would explain, that King Nibelung had been wrong, and that the black void could only be opposed if all life were to band together as one? Thus did he, in the end, come into his own "fate." The skies had left a special, ennobled place for him, one reserved for the overseers and those who could defy the world itself — that of his own reflection. —Of course, he was born in the form of a human. But why, then, is his constellation the image of the great leviathan? Well, this leads us to a more mundane explanation for the situation, one quite separate from grave matters of the world's fate: As the one named "Neuvillette," he would often be roped by Melusines (especially Sigewinne) into a bit of astrology via The Steambird's constellation columns or astrology guides from Sumeru. Would it really do, at that point, to tell them that he "didn't have a constellation" or that his own constellation was just "Neuvillette"? * Unlocks at Friendship Lv. 6 |
A Fontainian Nursery Rhyme | "Hydro Dragon, Hydro Dragon, don't cry." No one knows who composed this children's song, or when, but it has organically spread throughout Fontaine all the same. Neuvillette has been somewhat perplexed by this. No matter how much time he has spent with Fontainians or how much they've been through together, he still cannot quite put a finger on how people view the real him — or that is to say, the Hydro Dragon. In addition to commanding the power of Hydro, the Hydro Dragon also had mastery over the sea that was the source of life. Before any outside life forms were ever created, all life on this planet traced its origins to the Primordial Sea. Indeed, those placid waters were worthy of the title of "birthing waters" or "amniotic fluid" given by those who came after. And the Hydro Dragon could, in turn, be regarded as this planet's original "God of Life." Neuvillette knows all this, of course, just like he knows that all rivers meet again in the great ocean. These birthing waters might not be of any special importance to humans, but for Neuvillette, he can differentiate every drop, every minute memory. He still remembers the foreign usurper appointing their own "God of Life" to order the living. He still remembers how the usurper had made "her" to suppress the original vital force of this planet. And of course, he also knows how "she" came to commit the original sin... Having considered all this, Neuvillette decided, then, that whoever had penned that rhyme, as well as the Fontainians who came to believe in it, must not have known the Hydro Dragon all that well, considering that they thought the Hydro Dragon could cry. What did they take said Dragon for, some sort of bleeding heart who grieved for humans and the heavens alike? * Unlocks at Friendship Lv. 4 |
Vision | Neuvillette does not need a Vision to manipulate the elements. However, there were some things he learned only after regaining his complete form: Severely wounded in the great war of vengeance, the usurper had their functions ruined, and could no longer use their absolute authority to suppress the original order of this world. To continue to subdue and control the resentments and loathing of the world, the usurper and one who came after created the Gnoses together. So it came to be that an order was made to be upheld, and thus did humans come to only possess these seven remembrances, and all fragments of the primordial were driven to devour each other. From that day on, whenever a person's wishes reached the heavens, the seven overseers of the material realm were duty-bound to grant them a gift. Though they might know nothing of who or what wish had stepped into the threshold of the sacred, the Seven Archons still had to impart a shattered shard of their mastery to that person. And when one so gifted completed their duty... the gift the gods would receive in return would be more abundant still. Neuvillette obeys no edict from the heavens, but he does acknowledge human will. So he too set aside parts of himself, as like unto the dragon-treasure hoards of old, awaiting valiant humans to come and claim them. * Unlocks at Friendship Lv. 6 |

The fact that we haven’t gotten a single limited 5-star female character in a full year is insane. Furina and Arlecchino will likely be the first new female banners and both of those characters look like men masquerading as women or androgenous at best. When will we get cute & sexy, feminine females again? Nahida and Nilou were the last ones… Now don’t get me wrong, Lynette is undeniably very sexy indeed, BUT she is a freaking 4-star (and a particularly weak 4-star at that). Charlotte looks pretty cute too, but likely to be 4-star as well. When will this lunacy end? I’ve got over $20k spare spending funds with literally NOTHING to buy. Over 60k Primogems saved up as of writing this too. Just returned from a 4-month Genshin abstinence period, and I am extremely dissatisfied with the outlook for the 4.X patches. Not to mention Fontaine is way smaller than I expected, so even the exploration is lacking so far.

Since Nilou’s release, there has literally only been 4 new men in total. In order, Wanderer, Alhaitham, Dehya (a woman), Baizhu, and Lyney. Neuvillette and Wriothesley will come next, which will give us a 4 character streak for male 5 stars. None of you complained when the 4 character streak was Ayaka, Yomiya, Raiden, and Kokomi… But suddenly it’s different because it doesn’t cater to you lmao.
The banners after Nilou have also had 14 female reruns, 16 if you’re a ped and count children, and 8 male reruns, 10 if we count 4.0 second half. In total, banners have had 15/18 women/girls and 14 men from the time between Nilou’s release, and ver 4.0.

Agree for the most part , f2p it’s kind mixed cuz he’s easy to build stat wise on artifacts but his weapon choice is kinda garbage at f2p, pretty much only weapon is proto amber and the rest are just stat sticks for crit if you have em’. Also his 4th teammate is hard to pull off at C0 cuz of how his reaction passive works requiring what I presume is 3 unique reactions zhong fills in crystalize however beidou is electro and you already would have fischl on the team so you don’t get his full dmg. You could use layla but you’ll deal overall less dmg vs having zhong so if you’re an f2p and don’t have zhong then options become quite limited.
As for hydro on-fielder it’s an ok criteria to tick off if , there wasn’t a “need” for one cuz his competition was just mona, ayato , childe and barb/koko, childe is just a driver and ayato is a driver/dps for taser so if that’s where Neuv currently competes at and does succeed but it’s not that having an on fielder makes a big diff for hydro cuz you had off fielders like xing , yelan and koko E so in the grand scheme of things for hydro there’s nothing ground breaking about being an on field dps with existing hydro chars
just swap beidou with any vv support like kazuha, you already have IR from zhongli anyway. that way you get full A1 stacks
Kazuha is already in the team…currently standard team for him is Neuv + Kazuha + fischl + zhong , this way you trigger 3 diff reactions ( EC , swirl , crystalize ) and that gives you 3 stack. Beidou is only there if you don’t have zhong but that now means you don’t get the 3 stacks because now it’s Neuv + fischl + Beidou + Kazuha. So you come back to square 1 , who do you replace zhong for if you don’t have him and beidou is your only option? i think maybe Layla but she provides no good utility besides a shield.
Dehya will work. You won’t have 100% IR but you will also have a far easier time getting vaporize from Dehya than crystallize off of Zhongli. Plus vaporize is a better reaction than crystallize, even if the vaporizer does doo-doo damage. Zhongli could use Archaic Petra ofc but you will inevitably come into problems retrieving the elemental shard and you must specifically collect it with Zhongli.
Dehya would be an E-bot DPS. You could either use 4pc Vourukasha’s Glow, or 4pc Golden Troupe.
Otherwise, you will have to settle for a healer since Neuvilllette’s DPS goes down throughout the duration of his CA, as a result of how his A4 functions. To start off, NEuvillette has a minimum of 12% innate hydro dmg bonus after draining his HP with CA. To gain the maximum 30% hydro dmg bonus, he would need to be at 80% of his max HP or higher. Neuvillette heals himself during the Charge-up phase, then drains it down at the Unleash phase of his Charged attack.. So a strong healer or a rapid high healer is recommended.
Here’s the choices: Jean, Sayu, Barbara, Kokomi, Baizhu, Bennett, Diona conditionally, and Dori. Unironically, Dori is a super solid choice since she will continually generate energy for Neuvillette who really needs it to get 2 of 3 free Charged attacks. Dori would still run heavily on ER and HP, but so far, electro-charged and energy is provided.
hydro resonance is not stronger than the CA buff on A1 unless it is overall meaningful to the party, so it’s Dehya, Baizhu, bennett, Diona under high ER, and Dori under high ER. Those are your healing options.

A’ight i’m gonna try not to be rude or anything but none of what you wrote makes sense. Dehya would not work well because the interruption resist is pretty bad and limited and has a smaller duration compared to zhong shield and the vapes would pretty much be useless because not only do you have ICD on Neuv’s CA to deal with but Dehya E triggers every 2.5s so out of 12s skill you’d be lucky to get 3-4 vapes on his CA. Also why do you want to collect the crystalize shards on zhong? you already have a shield with him so it’s pointless to get those shards because you just need to cause a crystalize reaction not actually have a crystalize shield on you…
You also don’t need a healer if you’re running zhong because Neuv’s self healing is enough. You’re also wrong in that he first puts droplets on the field which you collect DURING the charge phase but you haven’t lost HP yet at this point because you only lose HP during the time you fire the hydro laser you can actually see this in gameplay vids as well that he only loses hp during the laser beam and not the charge up. Also i don’t think you read his passive correctly , all it says is that for every 1% over 30% max hp he gains 0.6% hydro dmg bonus and goes to 30% max. this is based on his MAX HP not CURRENT HP so like yelan or hu tao.
Finally here none of these options you listed have good synergy with him at all
Jean – Has bad cc and no valuable buffs to him besides VV swirl
Sayu – Same like jean but worse
Barb – once again no valuable buff or good off field dmg and means you sacrifice 1 stack because now you’re running double hydro
Baizhu – again just healing and no buffs or off field dmg , he can at least trigger a 3rd reaction for 1 stack but that’s it and also weird how you talk about rapid healing but Baizhu healing is slow and delayed so idk how you got to that
Bennett – great healing , can trigger 3rd reaction stack but his ATK buff is completely wasted here so also pointless to bring
Diona – again…just healing and no dmg buffs and zero off field dmg and just there to kind of shield and apply 3rd stack of his passive( even tho her shielding is awful compared to zhong )
Dori – Idk how you got to this also but her healing is decent-ish but no dmg buffs for Neuv and heavily energy hungry and also you’re not even triggering 3rd reaction passive for Neuv.
With hydro reso it’s not that it’s not giving you good dmg vs his passive stack but it’s actually because currently there’s almost no hydro chars that have good synergy with him until Foca(maybe works with him).
I would suggest re-reading these kits care fully and Neuv’s kit because most of this in the eyes of theorycrafters would make people roll their eyes.
You got some points, but the person you’re replying to is correct about how his third passive and the Archaic Petra set work. Neuvillette would ideally want to be at 80%+ hp at all times to get the full hydro damage bonus and the holder of Archaic Petra needs to pick up the shard to activate the set effect for the party.
Also, Dori is a damn strong healer and battery, but that’s my personal opinion.
Yeah i was watching an older clip of Neuv kits so the HP part is correct however i still don’t see really justifying bringing a dedicated healer for him to constantly keep this passive up when it could be used to gain more dmg through buffs or overall team dps from other off field dmg chars. For
For archaic as well i can see where he comes from with the dmg bonys from crystalize however this shouldn’t be considered a consistent form of buffing as well cuz A. zhong’s pillar dmg waves are very short ranged and you’re doomed if they get destroyed thus not triggering crystalize off field and B. since you do have electro it’s also possible you up an electro cryst shard and only buff electro and not hydro in some circumstances and i would also say that this buff isn’t as significant to Neuv since he already get multiple forms of hydro dmg bonus already and would rather want an hp buffer, resist shredder or CA buffer
However i still stand by all my points on all of the char suggestions he has since they provide almost nothing to him besides healing , only opinion that changed was with Baizhu since his ult heals faster than his E but still at 2.5s intervals it’s slow-ish healing

but besides that he appreciates a rainbow team, and i think taser with beidou or fischl, hyperbloom, vape and kind of hypercarry with kazuha and zhongli and flex will be nice too

Unless you have Ayato or Yelan at C6, all those units get outdamaged by their respective unit they are enabling in their ideal teams.

Yep, just like Childe Internationa, for example, the damage Childe contributes is close to 1:1 to Xiangling (with conditions you double swirls with Kazuha) with Xiangling having a slightly better ratio most of the time. It is similar if you use Ayato, the contribution skews towards Xiangling a little bit more than the Childe one. It’s shown that both of them act more like drivers for the team than the hypercarry itself.
In Neuvillette’s case, His best team currently theorized for C0 is rainbow 3CA with Kazuha (VV), Zhongli (AP), Fischl (GT) with the distribution around ~60:25 for Neuvillete vs. Fischl and the rest is ~15 from Kazuha and negligible from Zhongli.
My national team has
~430000 from childe
~450000 from Xiangling
~60000 from Kazuha
~30000 from Bennett
So althouth some people claim Childe doesn’t do dmg he actually does almost the same as Xiangling

Neuvilette won’t get outdamaged by Xiangling because he shouldn’t be played with Xiangling

But if he could work with Xiangling she’d be outputting more dmg as usual
What I think they mean by “Strong Hydro Main DPS” is someone whose personal damage makes for a majority of the overall team damage. Yes we have characters like Ayato and Childe but in their best teams they’re usually enablers where the team damage is split between them and someone like Xiangling, XL usually dealing more dmg by a considerable margin.
In my opinion Neuvillette is more akin to the likes of Xiao, Wanderer, and Al-Haitham (just to name a few) in the sense that in their best teams their raw personal dmg is a majority of the teams dmg. While you could argue that Ayato could fit into this category of DPS’ when paired with the likes of Yunjin it’s still pretty clear that he’s best used as an enabler due the sheer amount of Hydro he’s able to apply, relatively lower multipliers compared to others, and/or lack of big personal buffs.
I imagine that, nonetheless even xiao-wanderer-alhaitham are “weak” without a team. Everyone is. Someone is focused on NA, someone on E, someone on Q, so you have to see the total amount. Xiao could do more damage with plunging, and something with E, but it’s literally zero with burst (it’s just a trigger, not dmg in itself). Childe has less dps on his NA enabled with E, but also does a decent dmg with his Q.
Considering neuvilette is not as good as childe for vape team (or better, he’s not meant for vape team as we have now) the total result could be fair compared. His water beam is strong af, but also he doesn’t apply a vape-riptide to mobs making them exploding.
So to me it’s still nicely balanced.

Happy to see that we will finally get a strong Hydro Main DPS unit in Neuvillette. This gentleman looks like he may be a (Forward) Vape God, with juicy numbers from the first hit of his ultimate, from his skill, and enhanced charge attack. My main concern would be if Xiangling burst would be able to keep reapply pyro enough to be consistent. Since it has no ICD, I assume it would.
As others have speculated, I kinda wonder if Furina (the Hydro Archon) will work best as some sort of support for Neuvillette? I get the sense from the Archon quests (I won’t be specific on why to help avoid spoilers) that Furina is not as powerful as the other Archons, and Neuvillette seems closer in strength to the Archons. Based on the pattern of release for the other Archons, I assume Furina will be released in 4.2 so I guess we will find out from Beta footage and her eventual release at that time.
Vaguely curious if throwing slow dendro app to keep pyro uptime would make it doable – not sure about how pyro/dendro/hydro interact
Considering that archon’s have leaned more towards the support role so far. It’s a pretty reasonable assumption to have that furina will be a support. Hopefully she’ll be a generic support instead of niche. But I don’t want her to do something boring like X% hydro/element damage increase. Based on the fountain characters we’ve seen thus far it wouldn’t surprise me if she’s a NA/CA buffer.
I have a feeling hoyo still wants Furina to be Neuv’s best support despite his A1 passive, I think that’s why they’re baiting people with C1, so you can comfortably put another hydro in while having full stacks. Hopefully, Furina also has the Orb mechanic because I think it’ll just be fun to have a mechanic shared by other Hydro characters
I definitely see Furina as well as Fontaine hydro characters sharing the Droplet mechanic. So far, it’s been used as healing mechanic with Traveler and Neuvillette as well as quick-reload mechanic for Neuvillette. So, we could also see something like a stockpile mechanic with Dewdrops, maybe teamwide buffs through stacks based off Dewdrops absorbed, Dewdrop timebombs, Dewdrops that provide shields, Dewdrops that deal damage, could be poison DoT type damage, to enemies that step on them, etc.
But the strongest theory for Furina other than simple deduction of being a support, is that she will use both pneuma and ousia alignments. It would be awesome if she could infuse your characters with pneuma or ousia alignment. I see Furina having a niche and a generalist side to her kit, with generalist being probably team-wide drain for a buff, but niche side being highly favored towards characters that drains their HP without Furina doing it, or something of that nature.
