Character Details | Neuvillette is a solitary person. Fontainians who have tried to get close to him have, without exception, been politely rejected. To this day, no one even knows his first name, since he has always asked that he be referred to by his last name. He believes that close personal ties will lead to suspicions about the justness of one's judgments, while he must remain a symbol of absolute justice. Of course, there will always be people who just won't give up. They will say, "Come now, Monsieur Neuvillette. Not everyone will stand trial, nor will you always have to remain in the judge's seat." But is that really the case? If there is an answer in his heart, Neuvillette will not reveal it. Given enough time, every river will overflow and flood. Every last Fontainian is guilty, with judgment and doom certain to one day fall upon them — this is neither metaphor nor rhetoric. Yet, Neuvillette can share this fact with no one. Truly, he is a lonesome person. |
Character Story 1 | Neuvillette is not known for his personal desires. Curious members of the public and journalists are wont to seek high and low for him all across Fontaine when he is not sitting in the Chief Justice's seat of judgment. He may sit at a seat for specially invited guests during performances, appear by the shore when the skies are just on the cusp of weeping, or be standing within the shadows cast by the afternoon sun. There was once a time when all believed that he was some kind of demon who existed solely to preside over trials and judge, forcing him to clarify that... Well, the gist of it was "to bear witness and judge is my great honor, but I am not a trial aficionado. Iudex is simply one of the hats I wear, and my time as a judge is but one phase of my life." This successful clarification led him out of the frying pan, and into the fire, as they say, with still more troublesome rumors emerging — "Shocking News! Neuvillette Claims 'Iudex' to be 'Springboard' Post! Unspeakable Plans Next; Where Will His Ambition End?" As for the new rumors, Neuvillette paid them no heed. Perhaps they were, in fact, right on the Mora, and he simply did not correct them out of principle? No one knows. Neuvillette is also not much of a drinker, nor does he like Fonta — indeed, he has never even been known to have given any sincere praise to the local chefs' most renowned dishes. This has led people to suspect that his lack of consumptive desire might come down to him simply not having a sense of taste. His response was to organize a water-tasting salon party, at which all were gobsmacked by the wide variety of flavors water from different regions could possess and floored by the Iudex's most refined tastes. Of course, the amount of authenticity present in such interactions cannot be known. But whatever the case, Neuvillette really is devoid of selfish want. * Unlocks at Friendship Lv. 2 |
Character Story 2 | Neuvillette is a just person. If not for that quality, he probably would not have been qualified to serve as the Iudex in the first place. To the children, the job of the man in the judge's seat is nothing more than wearing a wig, maintaining order in the court, and being the Oratrice's messenger pigeon. In truth, however, there are many administrative affairs that he must handle in private to keep the justice system up and running. Due to certain historical and traditional legacies in Fontaine, the Iudex also has the right to prosecute, as well as the power to enforce the law in person. This was originally intended to make it easier to maintain law and order during chaotic times, but as the system became further refined, this rule, which represented the spirit of the pioneer far more than that of the law, became maintained only symbolically. When the Iudex investigates a case or serves as the prosecutor, they must recuse themselves as judge, and have someone else take the seat. And in the few instances where he has personally investigated cases, Neuvillette has unerringly followed this rule. One thing to note is that he has been the only Iudex in the land for a very long time, so much so that people often speculate that he must have been given an unimaginably long life due to divine favor. As such, it is well that he is nothing if not fair-minded, or such an extensive term would surely lead to problems someday. As to what he is precisely — a familiar of the Hydro Archon, or a mysterious Hydro elemental creature, perhaps — there are a great many opinions, though Neuvillette has never once commented on such talk. Character Story 3 | Due to a variety of reasons, Fontaine's legal codices retain all manner of odd articles from days past. Neuvillette himself contributed this clause: "A Melusine shall be addressed as 'she,' rather than 'it,' for they are people too." This might look strange on its face, but the more one considers it, the more it makes sense. After all, Melusines have been found all over Fontaine since near-modern times, and fighting for equal rights for them beginning with terms of address sent a powerful signal. Indeed, Fontainians have noticed that Neuvillette displays different amounts of warmth toward Melusines and humans. Most regard this as the understated goodness in his heart having found an outlet, becoming the love of a father. Oddly enough, this one only gets stranger the more one knows about Neuvillette. For he is the Hydro Dragon, and in this capacity, he regards Melusines as dependents and successors, and also as the finest example of a new sort of Hydro Vishap species. Yet he is also the destroyer of the present order, the one who shall judge all gods, and the foe of humanity. So why, then, did he secure human rights for the Melusines? You alone could ask him this question, and this was his reply: "It wasn't up to me. Melusines simply prefer being around humans, that's all." * Unlocks at Friendship Lv. 4 |
Character Story 4 | Neuvillette has always favored rainy days over sunny ones, as the moisture-laden air helps him relax. However, it has been a long time since he last delighted in standing under the rain. It seems that from the time he chose to walk alongside Fontaine, he began to play the role of a strictly law-abiding normal person. Of course, normal people would not walk through the rain without an umbrella, allowing the rain to drench their hair. It is worth mentioning that the role of Chief Justice is as much his true self as the Hydro Dragon is his essence. Only the role of "normal human" is one he must play. It was in their solitude and guilt that humans invented a god to judge them, and in their greed and guilt that they created a god to save them. And with that god no longer present, it falls to Neuvillette to fulfill such expectations. He has pardoned humanity, and has regained his original form. Now, he can finally walk in the rain and enjoy it. Indeed, he did do exactly this, and standing in the rain, he gazed into the distance, reminiscing about that day, so long ago, when he had received that letter. Yes, a letter had found its way to him by some unknown means. The name of the recipient had been left blank, with the text only addressing him bluntly as "you." A special you. A unique you. Neuvillette was not opposed to such a manner, but neither did he approve of it. He felt, vaguely, that the powers-that-be of the present world had no real right to judge him so. He knew that this letter had been written by the Archon Focalors, who was inviting him to come and see Fontaine, claiming "I shall leave you a seat with the best view in the greatest theater." Later, he would indeed come to receive that very seat — in the middle of the front row of the Opera Epiclese on the island known as Erinnyes. He would watch all manner of performances there, and the view was indeed excellent, just as Focalors had claimed. What happened later was not made public knowledge. In all likelihood, the people had no way of understanding what it meant that the throne was shattered, or how the power of water was fully restored to its original owner. As to their being pardoned, and why they had to be forgiven in the first place, that was an even broader and more complex tale. And thus did the curtain fall — Fontaine witnessed a happy ending to the greatest drama in history. Or was it? A happy ending, that is. It was then that Neuvillette understood that the "seat" mentioned in the letter was not merely a chair in an opera house. Focalors — or Furina, he should say — had given up her seat in the audience, come onstage alone, and become the heroine of the drama. There were only ever a fixed number of seats, and for one to sit down, was for another to depart. That letter had been an invitation, issued several centuries in advance. Well, Hydro Dragon? Character Story 5 | One as great as he should have no need for a constellation to shine over him. After all, "fate" is merely the manner in which the present ruler of this world plays with living beings. Now that he has obtained one part of seven of the authority over the mortal realm, and reforged the throne and title of a "Fully Fledged Dragon," he is one strong enough to equal and rival "the human realm," and logic would dictate that he need not subscribe to this system known as "fate." He can see, in the skies of destiny, how many stars contend with one another, creating a complicated, fragile world. He did not initially care much about such, for the puppet strings glossed as "divine rules" would one day be burned away by the fires of judgment. But he too was taken in by certain pleasing rhetoric. "In that case, why don't you just watch over the Fontainians? They were born from the Primordial Sea, after all. That makes them part of this planet's native life, too, and a form of life that requires your care." He would never admit that he himself had become quite fascinated with the joys and sorrows of humanity. Was it not so, he would argue, that humans find their gaze stolen by the ripples from falling raindrops in puddles? And could it not be, he would explain, that King Nibelung had been wrong, and that the black void could only be opposed if all life were to band together as one? Thus did he, in the end, come into his own "fate." The skies had left a special, ennobled place for him, one reserved for the overseers and those who could defy the world itself — that of his own reflection. —Of course, he was born in the form of a human. But why, then, is his constellation the image of the great leviathan? Well, this leads us to a more mundane explanation for the situation, one quite separate from grave matters of the world's fate: As the one named "Neuvillette," he would often be roped by Melusines (especially Sigewinne) into a bit of astrology via The Steambird's constellation columns or astrology guides from Sumeru. Would it really do, at that point, to tell them that he "didn't have a constellation" or that his own constellation was just "Neuvillette"? * Unlocks at Friendship Lv. 6 |
A Fontainian Nursery Rhyme | "Hydro Dragon, Hydro Dragon, don't cry." No one knows who composed this children's song, or when, but it has organically spread throughout Fontaine all the same. Neuvillette has been somewhat perplexed by this. No matter how much time he has spent with Fontainians or how much they've been through together, he still cannot quite put a finger on how people view the real him — or that is to say, the Hydro Dragon. In addition to commanding the power of Hydro, the Hydro Dragon also had mastery over the sea that was the source of life. Before any outside life forms were ever created, all life on this planet traced its origins to the Primordial Sea. Indeed, those placid waters were worthy of the title of "birthing waters" or "amniotic fluid" given by those who came after. And the Hydro Dragon could, in turn, be regarded as this planet's original "God of Life." Neuvillette knows all this, of course, just like he knows that all rivers meet again in the great ocean. These birthing waters might not be of any special importance to humans, but for Neuvillette, he can differentiate every drop, every minute memory. He still remembers the foreign usurper appointing their own "God of Life" to order the living. He still remembers how the usurper had made "her" to suppress the original vital force of this planet. And of course, he also knows how "she" came to commit the original sin... Having considered all this, Neuvillette decided, then, that whoever had penned that rhyme, as well as the Fontainians who came to believe in it, must not have known the Hydro Dragon all that well, considering that they thought the Hydro Dragon could cry. What did they take said Dragon for, some sort of bleeding heart who grieved for humans and the heavens alike? * Unlocks at Friendship Lv. 4 |
Vision | Neuvillette does not need a Vision to manipulate the elements. However, there were some things he learned only after regaining his complete form: Severely wounded in the great war of vengeance, the usurper had their functions ruined, and could no longer use their absolute authority to suppress the original order of this world. To continue to subdue and control the resentments and loathing of the world, the usurper and one who came after created the Gnoses together. So it came to be that an order was made to be upheld, and thus did humans come to only possess these seven remembrances, and all fragments of the primordial were driven to devour each other. From that day on, whenever a person's wishes reached the heavens, the seven overseers of the material realm were duty-bound to grant them a gift. Though they might know nothing of who or what wish had stepped into the threshold of the sacred, the Seven Archons still had to impart a shattered shard of their mastery to that person. And when one so gifted completed their duty... the gift the gods would receive in return would be more abundant still. Neuvillette obeys no edict from the heavens, but he does acknowledge human will. So he too set aside parts of himself, as like unto the dragon-treasure hoards of old, awaiting valiant humans to come and claim them. * Unlocks at Friendship Lv. 6 |

you are right. there is absolutely no way to play this game in coop and, therefore, his totally bonger dmg doesn’t kill the fun for all the none-neuvillette-havers playing alongsider a neuvillette.
I mean… Nahida pretty much does this to all other dendro units and nobody bats an eye. Nerfing some character that isn’t even released yet, just gives us more Dehya-like characters. “Character looks cool, but needs heavy investment and supports just to be viable “
all other dendro units in coop? you mean 4*? nahida is a 5* unit and is supposed to be better than 4* units. otherwise why should you get 5*’s? but nonetheless she doesn’t feel unfair in the slightest. she is only good with the right team and with the right team it’s more like a group achievement. in fact nahida is really good balanced.
to the nerf-after-beta part: you can’t nerf a char after release without getting a really heavy backlash. ppl spend real money in this game and if they lose what they paid for what do you think happens? that’s why nerfs are always while beta.
that’s also why beta exists in the first place to balance thing out befor going live. buffs are okay after beta but this only happened once so far.

look at his scalings and passives and tell me hes not absurdly strong also consider his 4pcs artifact set which gives 36% critrate at full stacks

for all the ppl below arguing why nerfing him makes no sense and don’t think I’m a hater of him or sth I probably even pull for him.
he seems to be currently way ahead of every other dps and when you release a power creeps like him you shift the meta and all the new chars after him have to be at least at the same level of dmg dealing making all the dps chars befor him kinda not worth to play anymore. what kills the variety of usefull teams we currently have and makes all the effort (or even money) you spend on your chars pointless. apart from this why stopping here? the next char could power creep him and this goes on and on. It’s not fun when you know your chars are bad or become bad in the future and with that abyss also becomes increasingly more difficult. powercreeping sucks and genshin never really had a power creep system what I really appreciate.
They’re not going to nerf him. Genshin balances the game around who can use Bennet’s buff.
He’s an HP scaling dps like Yelan, so he needs high multipliers since he won’t benefit from most support buffs that usually only increase Atk.
He also won’t benefit much from Vape reactions after the first hit, since his Hydro application will just override any Pyro on the enemy.
yelan, which also has no good supports and also does not benefit from vape, is a very very VERY strong single target dps unit and he does way more then she does WITH AOE. he does 24 hits with 14,5% hp per hit = 348% hp with his free 3 CA instant casts what probably does not even take 14 sec, yelan does 14x3x8,8% hp = 370% hp but yelan does not have a 1.6x multiplier on top of that, way less cvalue because of his more suitbable artifact set and still around the same dmg%. yes, he has so much of it (especially with c2) getting more cvalue with substats does less but I guess you missed the point completely because having more cvalue to start with is not a bad thing.
apart from this there is a certain possibility furina is a hp buffer and if not soon or later we get one. what do you think what happens when yelan gets a strong hp buffer? and now imagine yelan on overdose suddenly does aoe and gets a strong hp buffer. gg hf.

I don’t think he needs a nerf, he’s fine as is. He doesn’t have support options and he might not even maximize that A1 buff. His C0 practically begs for a shielder so again, the options are very limited. He has a certain cap when it comes to damage because he’s an HP scaler not an atk one that benefits from many buffs.
his c1 is ptw but solves a lot of his problems tho. it’s sadly kind of a must-have if you truly want him. interruption resistance + getting his passive to max with ease results in easier team buildng and I already told you how well yelan does as a dps with the same supports.
I mean i understand the point of view of the people wanting to nerf him but hoyo will get a lot of backlash like for Alhaitam, Raiden and others . I also kind of understand your fear of : The others dps you built is becoming unworthy to play next to him ….But seriously why is it always like this ? i hope everyone know that you can 36 stars the abyss with 4 stars and not even 5 stars dps !
Neuvillette won’t “kill” your dps you worked so hard to build, just play what you like with the character you like.
It’s a single player game, what do you want to prove in showcasing your 2M showcase dmg ? Nobody care i mean you don’t have to prove anything it’s not a competitive game, it isn’t even about your skills like LoL, apex, COD etc.
What i mean is that it’s fine if the dmg of Neuvillette is high, he isn’t the only one broken in this game, it just mean that if you are a meta slave you must pull him if not don’t pull him, if you don’t like him stick to your fav dps you worked hard for !
It’s so much satisfying clearing the abyss 12 floor 36 stars with diluc , yes not a powercreep chararcter even a B tier or less but the feeling you get from working hard to farm his artefacts and to finally have a 36 stars clear is chief kiss , especially as a F2P !
You know take any dps and play him with the broken sup : xiangling, bennett, xingqiu, fishl, sucrose, kazuha and no problem xD

and what the hack do they mean by 160% dmg increase. is it dmg% or is it a straight talent multiplier and if so is it x1.6 or x2.6 (I mean it’s probably not +160% atk)? I’m not a fan of powercreeps but as far as his kit reads he is broken as hell. hope they nerf him.
its quite clear in CN version. its an independent multiplier, simply *1.6.
idn whether he is powercreeping, but he will surely have some problems to cope with. The most significant one i think will be needing a hydro battery to rotate, bcs the ult needs 70. It will be best if that battery can generate extra droplets as well. Now the hydro mc can do this, though crap, so i guess Furina will be the best choice for this battery, at a high probability. Double hydro team kinda makes neuvi’s c1 more valuable, from *1.3 to *1.6.
raide would a good battery for him, besides helping with energy, will react too giving a stack on his passive
I don’t think so tbh. I once teamed Raiden with Eula or dps Kokomi as battery, but the rotation ends up to be long and weird. imo, Raiden doesn’t fit on-fielders, especially when they take around 10s on field.

3 hits per second. lasts 3 seconds. ICD is normal so 3hits/2.5 seconds, meaning he applies hydro once every second and 2 times in the 3rd second.

oddly enough, despite being a legend his voice doesn’t suit Neuvi at all. I usually prefer jp dub, but the eng voice sounds so expressive and noble. Kamiya’s voice is sooo monotone and robotic, it doesn’t have any authority or character.

tbh i think the directing just sucks. it’s the same with characters like haitham, i dont know why they make them sound a lot colder in the jp dub. i love kamiyan but even i was a little thrown off at how different he sounds here compared to my favorite role of his. i prefer his more higher voice but it’s kamiya hiroshi so regardless i’m happy LOL

The Widsith is the best f2p option. Considering the fact then Neuvilette is a dedicated dps you want crits on your weapons. If you don’t have widsith then look out for ATK% weapons that you have.
I think you missed the part where every single one of his attacks (apart from M1 and regular charged attack) scale purely off of hp%…
Widsith ofcourse isnt the worst, but the EM and ATK% bonusses wont do anything for him, the best f2p weapon for him would probably have to be the Prototype Amber, take it with a grain of salt tho since im no theorycrafter

Donut isn’t good on him either. It’s only 10% more HP than PA, while losing the 18 energy you gain from it. The passive is useless since you’re not doing normal attacks
yeah sorry it’s such an automated responce for a dps to have an ATK% focus so my brain farted. I still think that if you have a widsith it’s great purely for a crit dmg stat. Favonius codex might be ok for him too, if you’re out of options. Amber is probably gonna be good, but personally, I’d prefer a crit weapon even if effect is not great.
lost prayer would work, prototype amber would probably be one of his better options… mappa mare is only good if its high refinement cuz of its passive. So ya I guess prototype amber might be the best ftp option, unless they give us a free catalyst in the event next patch that fits him better than amber

if you don’t want to wish for his signature weapon (Rite of the Eternal Flow) then other solid 5* options are Jadefall’s Splendor (Baizhu’s Signature) and Lost Prayer to the Sacred Winds (Standard Banner). As for 4*s the bis will be new Battle Pass Catalyst (Sacrificial Jade) it will be super OP while playing quickswap Neuvillette. If you don’t want to spend money on this game, then Prototype Amber is best option wich is some kind of not funny joke for me but I bet he can also make a good use of Mappa Mare in specific teams.

I’m so torn between Neuvillette and Wriothesley.
I like Wriothesley’s kit – I’m a sucker for melee attacks – his vibe is cool to me and his DMG is decent + I have a built Shenhe.
Meanewhile, I like all aspects of Neuvillette just as much – animations, design, vibe, and ofcourse, his beautiful animations, attacks and DMG,
Also, going off of the rumors that Wrio is going onto standard after 4.1, I’ve decided to pull for Neuvillette.
Even if he doesn’t go on standard, he’ll be back, so I’ll survive without Wrio for a few months *audible agony*
His charge attack is channeling, and his interruption resistance is locked on c1. So we need to bring shielder beside of healer at c0. Hoyo know their stuff.

that aside, I wonder if he could function in a hyperbloom team with nahida and EM Yae/Raiden with Kokomi as a healer? depending on his hydro application his charge attack could supply a steady stream of dendro cores coupled with Nahida and then just set them off with Yae/raiden. sounds like pretty good damage to me. regardless I’m definitely pulling for him, his kit is visually appealing
I’d like to test a similar team comp, with Kuki as healer and hyperbloom trigger, and a Cryo unit in the fourth slot. The “problem” with Neuvillette is that there is not a dedicated CA buffer in the game, nor a Hydro unit that synergizes well with him
I’ve read in one of the comments here that his water beam hits 3 times a second with standard ICDs, which effectively translates to 1 Hydro application per second for the duration of his beam. But anyways, I’ll definitely be trying him on that Hyperbloom team. Though I’m considering using Zhongli instead of Kokomi for his shield and interruption resistance, since I won’t be going for his C1 (and most importantly, I don’t have Kokomi so I’m forced to use someone else heh).

So, I guess “self-damage” is the main feature of Fountain characters. And I thought they will be centered around healing or buffing HP. Really disappointing.
Clearly the gimmick with Fontaine characters is HP sacrifice for absurd scalings in return. And even then most of them have HP recovery built in to their kits. If this is dissapointing to you because you want more healers for whatever reason, you’re an idiot.
I’d say it’s perfect. You’d need to be damaged for healers to have actual use in fights, making them quite valuable in this su*cidal mechanic. Self-damage needs healers, Fontaine is filled with self-damage, and therefore, Fontaine = healer meta
This. You need healing to upkeep the 4 piece effect of Marechaussee Hunter and Neuvillette’s own ascension passives. If you were to just sit at the 50% HP cap at which you no longer self-sacrifice HP with his charged attacks with a shielder, you no longer lose HP and thus your HP isn’t changing to proc the aforementioned passives.
why is his CA lasting for ‘X’ seconds? I want to know how many times he deals and how much time he needs on-field
maybe 4 seconds before his ca fully unleashed, as for the second question im still not sure, and he mainly charged attack focused dps, so he need to be on the field all the time

that seems like pretty good damage look at his scalers.
normal CA lasts for 4 sec and with C6 7sec max, it deals dmg every 0,5 sec so at C0 it deals 8 instances of dmg
3 seconds, 3 hits per second. At standard ICD this is actually ok application, but in aoe its a fair bit better, especially since he has some AOE. I think at this point he can just barely keep up with xiangling, which is probably intentional, but, that is, assuming he has standard ICD. They could bless us with special shorter icd (i.e. 3hit/1.5s) or even stronger 1.5u/2u application, or fuck us with shittier longer icd.
in a rotation of E,Q,CA,CA,CA,E he will be on field for about 15-20 seconds, depending on hitlag, if you get hit and animation time.
Also his second passive might make him feel worse to play since it means his CA damage will decrease as he uses it, unless you have a pretty strong healer.
just found out he has standard icd, so that’s pretty nice then. we didn’t get shafted.
How is his passive effect The High “Arbitrator’s Discipline” supposed to work? Like what does: “For each 1% of Neuvillette’s HP over 30%, he will gain 0.6% Hydro DMG Bonus. A maximum of 30% can be obtained this way.” mean, if HP isn’t counted as %. Does itt mean that if he’s full life he’ll get more demage bonus?
He can get max buff at 80% hp and more
80-30=50
50*0.6=30
I think it’s more like his max HP will drop whenever he use his CA, so in every 1% over 30% (31%-100% of his max HP) will give him 0,6% Hydro DMG Bonus. If his HP is 100% (70% over 30% base) he will get 70% x 0,6% = 42% ≈ 30%, if his HP is 70% (40% over 30% base) he will get 40% x 0,6% = 24%, and so on.
