Character Details | The Rtawahist Darshan of the six Darshans under the Sumeru Akademiya is dedicated to the study of Illuminationism. Each of the Six Darshans focuses on a different field of study. Illuminationism, then, is centered around astrology and astronomy, learning of the cosmos that has clutched the world in its embrace since time immemorial. It is among the researchers of Illuminationism that we find Layla. Though she has only recently enrolled, she has already earned a great many nicknames for herself. She has been called the Sleepwalking Eccentric, the Human Calculator, and even the Heaven-Sent Thesis by those who know her. As the days go by, her titles only seem to grow in number. |
Character Story 1 | There are two kinds of people in the halls of Akademiya: The first holds themselves with an air of calmness and mastery. Be it experimentation or dissertation, this type of person always makes whatever they're doing look easy. The other kind of person wears their woes on their faces. Sighs spill from their lips as mournful notes while they clutch their tools, looking lost. Intermittently, they will jot something down before slashing it out, battling themselves all the way. Layla belongs to the latter category. Being poor of health and bereft of sleep is not uncommon among researchers, but Layla takes it to a whole other level. The bags of exhaustion hanging beneath her eyes and weariness burned across her features make it impossible for her to hide the stress gnawing at her. Should someone approach her, they will often hear her whispering things like "I don't understand," or "why," and even whimpering "I'm doomed." These lamentations often earn her looks of sympathy. The halls of Akademiya exist not just as the altar of knowledge to dedicated students but also as the source of their nightmares. Countless among their number have suffered failed experiments and watched their dissertations get torn apart. Rumor has it that, unable to bear the rigors and pressures of school, many students each year choose to depart before they graduate, quitting before their journey is complete. At first glance, Layla might seem like she hangs on the edge of departing herself, but in actuality, she has already outlasted several classmates who enrolled in the same year as her. Character Story 2 | The reasons behind Layla's poor physical health and insomnia can be traced back to a single factor: academic pressure. All students of the Darshans are required to commit to their studies, complete their essays, and pass their examinations or dissertations. Though this task sounds simple, simple does not mean easy, and the investment demanded of students comes in the form of time and effort. Unfortunately for Layla, she is always slower at finishing her papers than her peers. She often spends a great deal of time contemplating, and worrying about the validity of her theses. Is the content overly simplistic compared to that written by her classmates? Are her calculations truly accurate? And if so, are they as concise as they can be? She feels that, as a student of a most prestigious Darshan, she cannot slack in her studies. But at the same time, she dares not commit to her writings in haste. Seized by hesitation, time often slips from between her fingers, and leaves her staring at the blank pages of her work without having written a word. Because of this, she often finds herself working through the night, and leaving sleep for the day. Yet, with the breaking of dawn, she often finds herself assailed by new assignments, causing her to descend into a vicious spiral. As such, her habits have afflicted her body with abnormal side effects. Now, she often rises at night, wandering. Upon waking, she often finds herself unable to remember what she had done or where she had gone — the rumored symptoms of the phenomenon known as "sleepwalking," described by her peers. From how her classmates have described her sleepwalking, it is as if she suddenly manifests with neither hint nor reason in a certain place. Mysteriously, none of them have been able to fully explain where she goes after or what she does either. Besides sleepwalking, she has also discovered another strange recurrence in her life. Each time she awakes from sleepwalking, she finds her unwritten papers from the day before fully completed, meticulous and accurate calculations included! Even the handwriting appears to be hers. Stranger still, the author of her papers also has a habit of viciously critiquing the arguments and experimental methods of others. Layla simply could not fathom herself committing these acts, and found herself suspecting that someone was messing with her. However, upon recalling her experiences leading from her home to the halls of the Darshan, she could think of no one with proper motive. The term "Heaven-Sent Thesis" is often used in Sumeru to describe an impossible miracle... and if what Layla had been experiencing did not count as a "Heaven-Sent Thesis," she didn't know what did. Did a miracle truly grace her? Did the stars themselves, moved by her dedication to the study, repay her with a blessing? Regardless, "The Stars' Blessing" has solved several of her woes. Now, the papers she needs to write for several classes can be handed in without additional worry on her end. Character Story 3 | After pushing through her heavy backlog of assignments, even Layla will find time to decompress. In her spare time, she enjoys heading to Port Ormos by boat to wander its streets. There, traveling merchants and vagabonds place their stalls and practice their trades, offering all manner of interesting trinkets and showcasing amazing skills, infusing the perpetually exhausted Layla with a sense of refreshment. She has witnessed the folk of the desert testing themselves in thrilling challenges of agility as they score bull's-eyes through distantly placed apples with thrown daggers. She met a strange individual who claimed to be capable of flight; using a mere carpet, they managed to levitate off the ground. Yet, the one who left the deepest impression on her was a stall owner that invited passersby to participate in a game of luck. Upon his stall, he separated colorful pages worth varying rewards into wooden boxes. In a display of astonishing speed and agility, the owner would shift these boxes about and shuttle them from position to position. Afterward, he would ask those participating in his lottery to pick a box. Despite not managing to claim the grand prize during her first few attempts, after a few more tries, Layla began to notice a pattern. Though the stall owner possessed blinding hand speed, she realized that his left thumb barely moved during the shuffling process. Hence, she realized the box nearest to his left thumb would experience the least amount of deviations to its position. After achieving such comprehension, Layla managed to repeatedly win the grand prize. When the curious stall owner discovered how Layla used her insight to peer beyond the mirage of his speed, he found himself overcome with admiration for the girl and offered her a generous bonus reward. For Layla, the reward was a thing of secondary importance. The true pleasure she got was getting to behold the awesome skills that other people possessed. Unlike the conservatives in the Akademiya, she did not look down upon the arts and trades of those who worked in the streets. Character Story 4 | As her first year in the Akademiya came to an end, Layla listed down her strengths and weaknesses, planning to write a personal assessment for herself. She possessed good observation and estimation skills, and was consistently capable of tracking the shifting position of the cosmos via the star charts at twice the speed of her peers. Additionally, she considered her skill in mathematics to be acceptable. When faced with simple questions, she could calculate the answers in a blink of an eye without even needing to do the equations in written form. Before ever entering the halls of Akademiya, Layla had a chance encounter with her future mentor. Her mentor had complimented her then, stating that she was a child blessed by the stars with the thirst and capacity to seek true knowledge. It was these virtues that gave her the courage and hope to seek education and wisdom in the Akademiya. However, upon stepping foot into the Darshan, she found that her strengths were paltry when compared to her peers of a similar age. Only the best of the best could make it into the Darshans, and as such, Layla couldn't help but feel a bit overshadowed. As for shortcomings, Layla found them to be too many to count. For example, her habit of fixating on problems afflicted her with a great deal of indecisiveness. Moreover, her ability to socialize was also lacking. When involved in discussions, she often struck others as aloof and arrogant due to her reluctance in expressing her views, which led to her having few friends in the Darshan. What diminished her confidence even further was the fact that among the many papers she has submitted, few were actually written by her. Instead, they were byproducts of having "The Stars' Blessing." From Layla's perspective, she is an insignificant individual. What she does not know is that her teachers and peers have an entirely different perspective of her. "Hey, being mysterious and eccentric comes with being a genius." "How does she draw her star charts so fast while we're doing in-field surveys? Are her eyes kameras? Wait, she's done with the stellar orbits as well?" "I have reviewed her papers and calculations and found the work to be rigorous and thorough. Her logic is ironclad. And some of her ideas are so intricate that I, even as an educator, am surprised. We have a fantastic student on our hands." Some people will always tread forward through life weighed down by their caution. Viewing themselves as lacking, they will nevertheless strive on despite the misgivings they have toward themselves. Character Story 5 | There was a girl who was determined, smart, and modest. Maybe even a little too modest. She always felt that her meager gifts placed her leagues away from achieving true mastery. Still, she yearned for excellence, wanting to stand side by side with the greatest of minds, to make her teachers and family proud. Contradictory desires chained her: She was unwilling to let go and unveil her true self, but also did not want to suffer the drudgery of a mundane life. With the passage of time, she felt overwhelmed by a barrage of emotions. Shame. Listlessness. Yearning. All these things weighed upon her psyche and exacted their toll. Eventually, her soul found itself in need of a small outlet. Something to give her some breathing room. While her body and mind are awake and aware, she is too chained by woes to be free. So, it is when she slumbers that her deeper desires come alive to inhabit her vessel instead, indulging in bursts of short-lived freedom, gorging herself on all the expressions and indulgences that she denied herself while awake. While sleepwalking, she is beyond the claws of self-doubt and depression, allowing her to easily overcome things like writing papers, drawing star charts, and making Starlogs. Matters that usually mire her in indecision and worry become simple, allowing her to pour out her innermost insights and challenge highly complex questions. This is the release of her long-held desires. But all dreams must come to an end. As her body wakes, she again returns to being the insecure, introverted girl that she was before. Indeed, after awakening, she can't even fathom that the wittily written papers and intricately calculated equations were created by her own hands. As she is determined and modest while conscious, so too is she sharp and smart while sleepwalking. Both sides belong to the same girl. Like a sapling in growth, she is torn between self-doubt and the desire to break free. This imbalance was how her sleepwalking manifested in the first place. Layla's Photo Book | Besides the hills of notes, star charts, and journals, Layla's desk also has a thick book filled to the brim with photos. No matter what else occupies the space on her desk, her photo book will always take the most visible spot. The photos that fill the pages of this book were personally taken by Layla. It contains pictures of her home and parents, her friends, and even the mentor who inspired her to get into the Akademiya in the first place. Each photo is a snapshot of significance to Layla. She uses these photos in place of a journal, detailing her experiences and trials that led her from her home to the Akademiya. Each time she goes through her collage of photos, she finds herself still able to remember the burning determination from her past and uses it to pierce through encroaching bouts of doubt. Recently, Layla added a new picture she had taken with a certain gold-haired Traveler. As the pictures accumulate one after another, who knows how thick the book might get by the time she finally graduates? * Unlocks at Friendship Lv. 4 |
Vision | Layla, being a person of easy temperament, rarely gets into arguments with others. One time, however, she broke the norm and found herself engaged in a heated debate. During a discussion for a class on Theoretical Astrology, an esteemed Herbad skimmed over Layla and her classmates' papers, and then began to harshly criticize some of Layla's arguments. In the opinion of the Herbad, Theoretical Astrology is a sacred field of study with laws and theories that have been long crystallized by the expertise of countless researchers across the ages and cemented irrefutably by generations of testing and calculations. For Layla to question and even dare to correct some of these pre-accepted notions was tantamount to blasphemy. Layla did not respond to the criticism in the heat of the moment, however. Instead, she listed her detailed arguments in a report after the seminar and submitted it to the Herbad. Not long after, the Herbad attached his refutation to Layla's report and returned it to her. By this point, most students would choose to accept the status quo. In one respect, failing to get a passing score for their seminar report will result in major negative effects on their finals. Furthermore, it was most presumptuous for a student to argue matters of academic validity with a Herbad, for any Herbad was far more refined than a mere student, whether it be in terms of knowledge and seniority, after all. Perhaps the arguments Layla made questioning long-accepted doctrine were simply results of a miscalculation on her part, and she might have been humiliated in the end on account of being mistaken. Even so, she did not give up. She continued her discourse with the Herbad using her reports. Then, with the passing of half a year, the Herbad went to find Layla once more. He admitted then that after consulting more researchers, he had discovered a point of non-acceptability in the long-accepted doctrines that had been left unexamined by the broader community. As he concluded his explanations, he told Layla with pride and emotion that the students who dared challenge him for the sake of knowledge have grown fewer by the year. The inception of education, for student or Herbad alike, is to seek knowledge in its purest form. Layla, in her persistence, had reminded him, at length, of this pursuit of enlightenment. After the conclusion of the seminars, as Layla was going through the bag that held the documents she had accrued during her exchanges with the Herbad, she spontaneously discovered a gleaming Vision in the bag's depths. Would this work as Diona replacement in Morgana team minus heals? Or is that overkill in Cryo application?
There is no such thing as overkill in cryo application in frozen teams, as cryo/hydro don’t interact with “frozen” aura.

idk why but i keep thinking of pairing her with hutao/xingqiu/yelan for occasional melt. would it work? or is she going to mess up the reactions? or should i just stay with zhongli as the shielder?
Technically yes, it would work, but, generally, what for?
Vapes and Melts have the same damage multiplier, so one of those reactions is more than enough. Unless you just love the character and want to use her, there is no real need to include her, especially if you have Zhongli.
But if you do like her enough to use over him, then sure go for it! Having additional cryo in there should not mess up much more reactions than the Zhongli’s Pillar, since you can also melt the targets that are frozen. Though, keep in mind, you’ll be lacking the res-shread from his shield so generally the dps might be lower…
In that team, you’d be reverse vaping and forward melting, which do NOT have the same multipliers. The hits which you melt would be 33% stronger than if they were vaped. The reason why it’s not as good as it sounds is because you’re likely to melt a normal attack instead of a charged attack, and the total amount of melts you get wouldn’t be that great either because Layla’s cryo application isn’t super strong. Not only that, but Layla’s personal damage is also lackluster.
Compare that to Zhongli, who will provide even less personal damage, but will provide a constant 16,7% extra damage to Hu Tao and 7,1% extra damage to Xingqiu and Yelan through the resistance shred, and potentially more through 4 ToM and especially 4 Petra. Not to mention Zhongli’s thiccer shield. Zhongli does not steal any reactions from Hu Tao either, that can only potentially happen in double Geo Hu Tao especially if using Yelan instead of C6 Xingqiu. Layla works perfectly if you wanna use her, but Zhongli is the better shield option for the team.
If you melt the normal attack and no further elements are applied between the time she hits the normal and goes for the charged, her charged attack won’t react. Hu Tao is usually used with vape not just because it’s easier to apply consistent hydro with normals, but because a vaporize done in the “reverse vape” (pyro into hydro) does not consume the entire hydro application, allowing her to have a quick vaporize normal and vaporize charged attack, possibly within the same hydro application.
If you use the 2x base vaporize and melt (hydro into pyro, pyro into cryo) then the base element applied (pyro for vape, cryo for melt) will get consumed entirely upon triggering the reaction, making quick reactions more difficult.
Here are some of my observations:
At a bare minimum, Layla is looking like the best 4* from Sumeru.
She seems that she will be the 2nd best overall shield bot in Genshin Impact after the Geo Archon. The HP scaling for the shield tracks fairly close to Zhong Li at the same level (Level 9 18.36% Max HP + 2114.83 HP for Layla compared to Level 9 21.76% Max HP + 2506.08 HP for Zhongli). While Thoma’s shield may technically be stronger than Layla’s when at max stacks, it requires him to use both his skill and burst and the shield character needs to use several normal attacks to build up the stacks, and in typical gameplay the shield starts out quite weak. Layla just needs to use the skill and most of the shield strength is upfront. Having 100% uptime on her shield is great.
Based on what I have seen of footage of her skill, the shooting stars seem to fire at a rate of around 0.5 seconds. Damage is really low, so I wonder if the cyro application is good to make up for the low damage.
Based on footage I’ve seen, Layla’s burst looks like a single massive turrent similar to Yae Miko’s skill, and it seems to shoot off a Starlight Slug every 2 seconds. The HP scaling for damage seems pretty decent, but being only 40 energy and having a the 12 second duration and cooldown the same means she can fairly easily have it up nearly 100% of the time.
As I saw from my fellow commentators Shenhe seems to have great synergy with Layla. In fact, I would argue with Layla may be the character that benefits the most from Shenhe’s Icy Quills. Ayaka and Ganyu are nicely buffed by Shenhe but they both already insanely strong even without it. On the other hand, Shenhe turn’s Layla’s Night Stars from scratch damage to decent damage, especially considering how fast the stars seem to fire off after 4 have accumulated. Having a 4* character that Shenhe can meaningfully buff will make her a bit less of a luxury pull than before and I expect Shenhe to be a key part of many of Layla’s best teams.
I think artifacts choices already been discussed at length. I agree that 4 Piece ToM for the shield bot or 4 piece Blizzard Strayer for offensive are her best sets, but a 2 piece of each could also work for a more balanced build. HP for all 3 main stats for shield bot, or HP, Cyro, Crit for cyro/freeze teams when paired with Shenhe.
For weapons, the 5* Key of Khaj-Nisut and Jade Cutter are her BiS and 2nd BiS respectfully in my opinion. Freedom Sworn could work for the team wide buffs it gives but I consider it a worse option. I don’t feel any other 5* are worth giving to her.
In terms of 4 stars, unfortunately we don’t have any HP scaling swords, but I have seen suggestions for Favonious Sword to help battery her team. Maybe Festering Desire although that would only make sense if paired with Shenhe.
I actually think her best weapon that is not a *5 is the *3 Harbinger of Dawn. The low attack doesn’t matter, but it has a high 46.9% crit damage stat, and keeping Layla at above 90% hp to get the 28% crit rate at r5 should be fairly easy since she is primarily off field and usually protected by her shield.
In terms of overall power level for 4* characters, if the top tier are the pseudo 5* monsters (Bennett, Xingqiu, Fischl, Xiangling, Sucrose) then I feel Layla would part of the high tier for 4* characters, whom in my opinion consist of Diona, Beidou, Rosaria, and Kuki Shinobu, in that order of strength. Layla would be 5th in that group.
For comparison, for the other 4* Sumeru characters, already out, I feel Collei is mid tier, and Dori and Candace are low tier.
While attention will rightly be focused on the Nahida for the 3.2 update, I feel that Layla will be a “sleeper” hit among the Genshin Impact community!
The best 4* on sumeru is collei, bcz she share em buff between teammates, using elegy and uninterrupted work DWM.
Her dps is not matter, her energy cost is not matter, and does not matter what comp she pick.
for examle DMC – big er problem, sword user, cicrle player.
Layla – only features c4 and usebot ToM.
stop fooling yourself and others.
Not everyone have Elegy and C4 Collei, and Energy Cost does matter since you need to burst to keep DWM active all the time. 12sec skill is pretty long.
Area is even lower than DMC in term of side and duration.
Collei is a logical choice when we don’t have anything else.
DMC shares 60 EM too and Cons are free to have. He have better personnal damage too. Only downside to Collei is he can’t use Elegy.
With more dendro units, Collei won’t see much play.
Layla will be good at her job and enjoy more Shenhe than Diona. She can have a nice spot in mono cryo team against non freezable ennemies. Problem is shielder outside of Zhongli aren’t that popular. Other shielders don’t have res shred or CC. Layla can protect, attack and buff, she will be useful. I will play her in Yoimiya teams, I don’t play Diona a lot with her because I don’t want to stay in a circle in the middle of a melee. Getting some melts can be a good bonus.
And designwise, Layla wins.
Your own logic should be applied in that not everyone has shenhe lmao and using mono cryo on bosses is the most hilarious thing ive heard all day;layla will just be an alternative option to diona at best
dmc is generally better rn because most of the dendro teams are 20+ second rotation. In shorter rotation teams-collei just gets more value. The nga abyss usage rate graph even had keqing/collei/fischl/zhongli as the most used dendro team overall. The moment dehya buffs burning a lot and has short cd burst expect to see a lot of dehya/nahida/collei/kazuha teams
I think layla will be good at c4, but at c0 she is really bad
Shenhe doesn’t particularly benefit from Layla. Shenhe becomes best when using her high ATK alongside a character with high DMG% and Crit multipliers to maximize their effect. Because the number of Quills is very limited, the fact that Layla hits a good amount of times doesn’t matter at all because Diona can literally activate all the Quills with a single E as well. Layla doesn’t have any intrinsic DMG% or Crit on her kit, and even her ascension passive is HP%, so Shenhe is not that strong as she could be. An argument could be made for Layla being able to use Harbinger of Dawn to maximize Shenhe, but the team’s DPS would still absolutely require a 3rd unit to actually carry the team’s damage since Layla’s damage was destroyed after the nerf (and even before the nerf it was worse than Rosaria’s).
Diona is not that great of a unit. She’s completely fine, but she only does her job barely and that’s it, without offering anything else. Her Q doesn’t offer much, her constellations don’t offer much (C6 is an absolutely noob trap unless you’re doing super high investment speedruns). Her job is offering particles and defensive utility, and she does that and nothing else. In contrast, Beidou can easily be half of the team’s damage in AoE, Rosaria provides actual damage and synergizes better with both reactions and units, and Kuki Shinobu after Dendro is a hyperbloom carry that’s not as good as EM Raiden but compresses healing for the team in return, making her uniquely valuable. Also she’s a solid healer for aggravate. Diona just works, but does nothing special and is more replaceable than the previous units.
From what I’ve seen for Layla, she’s looking like Diona 2.0 after the nerfs. Depending on how the particle generation feels and how good it is in practice, she could be straight up better (except in Melt Ganyu) or only situationally better. An okay unit, but nothing particularly exciting, which is a shame. I’ll still build her and play her though.
I don’t think OP was seing it only as a duet. If you have a shielder and a buffer, you still need a DPS. Just that Layla can add damage with Shenhe while being a good protection unit. HP/Cryo/HP with Harbinger can be a good deal to keep strong shield while dealing damage. Just add a Cryo DPS and Kazuha and you have a good option against non freezable ennemis.
Diona can shotgun Shenhe’s quill but as long as you use them over the 10sec duration off field with Layla, it doesn’t matter. And Diona can’t build damage. (HoD has a very high CV, so strong option for sword users)
Diona wins anyway because she is a bo-O-w user. And I confess that I really like to play melt with Ganyu, but I tried to collect ayaka in melt and I liked it. Ayaka is just not limited by the Zl’s shield and the diona’s c6 buff would come in handy. The same applies to the rosaria, it has a very cool talents, the only drawback is the dance in the circle.
That’s why I don’t fully understand the logic of bulding layla in melt if it gets worse.
I like Layla and all cuz seggs but best sumeru 4 star is too much of a stretch lol especially since we dont have all of them released yet. You can literally clear current abyss on the boss half with just xingqiu/kuki/collei with sac bow at good speed(https://www.youtube.com/watch?v=RIBEIhbP1PQ&t=350s if you dont believe me). Layla at best is just okay defensive option for freeze team but the point of freeze is not getting hit in the first place so the defensive option is rather cope plus her damage is so meh-if I want a defensive option for freeze id rather just use diona who can also generate a LOT of energy for the main dps.
Diona has more innate Shenhe damage than Layla, except at c6 (Diona has cryo dmg% ascension and +15% icy paw at c2). Not a huge deal, but it is innate +39% at a6 c2 vs +40% at c6.

Hello ! I’m planning on using Layla as a kind of sub dps/support so how does this build so far sound ?: Blizzard Strayer 2pc + Tenacity of the Millelith 2pc, HP% Sands/Cryo DMG Bonus% Goblet/HP% Circlet (all with some crit substats). Weapon: Unsure and I don’t have many sword options that are good for her but I’m thinking my R3 Sacrificial Sword for the Energy Recharge% and passive doesn’t sound absolutely bad for her.
Would like to hear some opinions, and if there’s any suggestions regarding my build so far that I could change a bit.
Just finished watching KingAeronGames youtube content creator, sacrificial sword does not seem like a viable option on her. He goes on detail as to why it doesn’t work. You might wanna check that out.
Oh okay, thank you for your input ! I watched the weapons section of the video and I understand the points. Now I’m quite tempted to roll for the Jade Cutter/Key of Khaj-Nisut but I only have about 12k Primogems + 8 Intertwined Fates. I’m a relatively low spender on the game with 40 active days on Welkin Moon, and of course, the weapon banner is notorious for not having great odds. Also I do want to make sure I have enough to get Layla (and hopefully some constellations) before I get a weapon for her. ?

There’s people meme-ing about her shield strength are stronger than Zhongli, but surely that’s because those guys forgot that Geo got bonus shield effectiveness against everything right?
Cryo shield only got bonus against Cryo damages…
Her shield is no matter, only her functions: buffs on the c4 and uninterrupted operation ToM or NO. If this seems enough, then why not chose.
I think they’re just noting that her shield is stornger than it it has better base scaling. Everybody who says she shield is “stronger” also puts an asterisk at the end to note that Zhongli’s is better at the end due to: 1)geo 2)res shred 3)better absorption. Nobody actually thinks Layla’s shield is better lmao.
But how is it better?
both have a 12 sec cd, but zhongli has the higher duration.
layla base shield is 22.95% HP + 2860.27
zhongli is 27.2% HP + 3389.43
So even there zhongli is higher in base shield AND Scaling.
On top of that Zhongli has higher base hp than layla, ending up with more hp at the same level of investment.
And that’s without factoring in absorption, resistance shred,…

– I think that (Hp/Cryo/Crit Rate) is best for the tenacity set for a Hybrid Dps/Support (good shield strength and dmg) (kinda does waste her potential dmg if you just do full Hp for a support imo…………… or full (Hp,Hp,Hp) because everything scales off hp

the problem with your sub dps build is that the shield will be weak so when it disappear, tenacity buff will not proc.
even before “buff” her potential damage over rotation was okayish at best even with Shenhe and Kazu.. now she will output even less. The only use I can see for her in cryo comp is against bosses (without hydro, 3 cryo + anemo) and with Shenhe quills as mandatory condition. You can get insane crit stats on Layla and get DMG% from the team, but base number is so low that without something to boost up base (i.e. Shenhe) her damage is laughably low even with 250 CDMG
her stars are too slow for full Tenacity
C6 Diona or C4 Layla for Yoi?
Layla, if you have lets say 25k hp, 5% of 25k is 1250 atk which is alot obviously, if you use her with TOTM set it can increase by an extra 20 percent all the time.
You don’t get any atk with her C4, what you get is a flat damage increase to the following normal or charged attack

If you go vape, C6 Diona might be better, if you go hyper with Kazuha and Bennett (or Yunjin but swirling pyro will be trickier), Layla will be better.
Layla. She has a stronger shield, lower cost burst, and permanent uptime on TOM. She also doesn’t require Yoi to stand in a circle to get the full benefits.
As a Ganyu and Mona main, she’s a must pull for me XD

with big shield and cryo application, if you favonius sword on her and she’ll probably pair up well in a permafreeze comp, even more looking at her burst, since you can have it up 100% of the time, the kit looks solid to me.
