So As of now, Albedo, Layla, Keqing and Skirk are the only one to fully activate the passive since their bursts are 40 or 0 energy costs.
Nice weapon for burst Skirk playstyle and Kaeya. I guess it works for Ayaka if you’re also using her as a burst bot.
so this will be for character in 6.1 who use ult for dmg and have 2 ult cost like Varesa ?
The passive depends on max energy, so Varesa will be counted as 70, Flins 80, and Skirk & Mavuika 0.

Her max energy is 0, so she does activate the full passive. Unfortunately it doesn’t buff NA so you would always want to play burst quickswap.

Xingqiu’s burst cost is 80, I dont think hed get much out of this

You should learn the game first, then you can comment. Out of all the F2P four-star weapons, this weapon is an upgrade for Xinqiu as long as his ER requirements are met. At R5 for this event weapon, a 40% burst damage buff is more than any other F2P 4-Star weapon’s passive can offer Xinqiu.
If he is the only hydro unit on his team, his ER requirement to burst every rotation is ~285-290% pre-C6 and ~235-240% at C6. Additional hydro units and Favonius particles will reduce this requirement. This is a good weapon for him if you care about fine-tuning him and don’t have better options.
