Very good on Yelan ?
This is for a nuke chracter (good scaling on ultimate, specially with ATK% focus), like Kujou Sara. These ATK% are wasted on Yelan because her skills E/Q just scales with HP bonus. If you just need a pump on your dmg we have better options like The Stringless, but in that case you need run ER in your artifacts to sustain a good uptime on her Q. You can also use a ER oriented bow like Favonius/Sacrificial nd go to full HP/CRIT/Cdmg on artifacts.
