From the looks of it… Firstly one should:
i. Complete the quest “Garcia’s Paean” in Liyue.
ii. Unlock comms in Sumeru and set comms to that region.
Then one must complete the following NPC Commissions that are part of “Garcia’s Paean”:
1. Key Items
2. Substitutes
3. By Bearings
4. Easy Peasy
5. the Echo of Someone
It seems only then can you unlock this quest above. This is literally 5 layers of RNG!! Plus, the chance that this comm chain resets or goes to an already completed comm (I hope that actually isn’t the case… These comms seem to be in a chain and hopefully after completing one step, the next recurrence of the comm will always come with the next step in that chain.)
