Why her base ATK is so low. 127 is Wild
Because she’s a support character mostly, so you won’t benefit from building ATK on her. Most of her abilities, especially her Shield from her Elemental Skill and her A4 Passive scale off of EM, which is what you’re supposed to build her around.
The one thing about her kit that concerns me is that she can’t enter her Nightsoul-Blessing state when off-field. The Cinder City set is great for her since she wants to be paired with Pyro or Hydro characters since she can reduce enemy’s resistance to those elements when triggering their respective reactions. Cinder City can then buff those allies damage by a huge 40%, but only while she’s on-field. She leaves the Nightsoul-Blessing state as soon as she leaves the field and doesn’t have a way to trigger it off-field unlike Ororon (Who can trigger it with his A1 passive) or Kachina (Who stays in her Nightsoul-Blessing state until she runs out of Nightsoul points). Cinder City can only give it’s full buff when the character is in the Nightsoul-Blessing state. We’ll have to swap to her often to make sure the Cinder City buff stays up at full power.
No she leaves nightsoul when her skill buddy leaves the battlefield
I don’t think your concerning assertion is correct.

Assuming the current descriptions are correct then her Nightsoul’s Blessing state lasts until Itzpapa leaves, or 20 seconds. If Itzpapa were to leave when Citlali switches the description should specify that. Instead it says Itzpapa follows the character, implying the active character due to the absence of the aforementioned specification.

This part is saying that her E’s Frostfall Storm stops (not her Nightsoul’s Blessing state) when her Nightsoul points reach 0.
C1: “When a nearby active character other than Citlali deals DMG, consume 1 Blade”
Off field sub-dps characters cannot trigger her C1 so she wants someone else active to drive her C1.
C6: “The Itzpapa summoned by Elemental Skill Dawnfrost Darkstar will always be in the Opal Fire state, and when Nightsoul points are exhausted, this state will not end.”

Several parts of her kit generate Nightsoul points slowly for her. I’m not going to put the math here, but it comfortably fuels Itzpapa for its 15s cooldown without much surplus. If we assumed her Nightsoul’s Blessing state were to end when she switches out then her C6 asks that she remain on field for most of her E’s cooldown so Itzpapa builds the 60% damage buff for her teammates.
This took longer than I intended and I want to be done, but hopefully I laid out enough to relieve your concern. Maybe you’ve seen gameplay proving otherwise; I haven’t seen any at all.
When you trigger the effect while in nightsoul state, the buff gets a 20s duration. I don’t see any problem here. How is that swapping often.
how Is her C1 working? Is she buffing other characters attack 200% of her EM, or her own? that kinda seems like bennett buff on steroids
Nope, its just like Shenhe’s buff where it just adds a flat amount to your active character’s attacks
It’s a flat damage bonus. Think of units like Shenhe, Yun Jin, Sigewinne.

Considering Nilou Wheel has a 0.5ICD, I can hope there is the same here, but at least I presume the ICD will be 2.5s/3hit so depending the hit interval of “continuously” (probably 0.5~1s) we can wait a 3s CID for 20s in optimal way, wich is father more than other Cryo infuser can do.
can she Apply enough cryo to pyro dps’s melt?
Yep
On her own? Only with slower applicators (Gaming, for example). Fast Pyro DPS will need either a Hydro or second Cryo to consistently melt.
It is not known yet, but the common consensus is that you will need double cryo for reliable melt
her kit is more focused on shield and HIGH own dmg, %2400 of EM is crazy, on a reverse melt setup, i can almost say for sure thats shes dont gonna apply enough for a pyro dps alone, but, a melt/vape with a hydro helping? But almost for sure she’s gonna do a “some” steal melt setup
