Ningguang, Yanfei, Baizhu are currently the only other characters that can make the most out of this but curious whether it actually works for Ningguang since she is not directly making shields but through geo reaction.
Baizhu will probably make the most out of this with its 15s cool down and his burst. BUT 48% at R5 is HUGE!!
r5 is also a huge money sink so i guess it’s normal that it’s huge, for spenders

Could someone explain how this weapon works? It seems to imply that nearby enemies will take 24% more damage (multiplicative and not in the form of a %dmg bonus). Although Aqua Simulacra has a passive that is similarly stated, but it only adds a %dmg bonus. However, it would make little sense for a purely support weapon to have 2 restrictions to give a 24% dmg bonus when Xilonen’s weapon gives a 25.6% elemental dmg bonus to everyone on the team without any restrictions and for 15s and not 10s with no downtime.
I think it will work like Mona’s burst, the discriptions are very similar, and Mona’s buff considered as DMG% bonus
Aqua’s passive isn’t similar at all. Aqua states it gives the wielder a DMG bonus, while this is phrased more like a Mona debuff. The only thing that is similar is the trigger condition ‘When enemies are nearby’. That makes this rather more powerful since DMG% bonuses are common, but enemy debuffs are significantly less common.
