Yes. Thanks to Alhaitam’s A4 talent, that 198 EM substat can be translated into 19.8% dmg increase for his E and Q.
The only drawback that I can think of, is this weapon passive only last 12 seconds then get 8 seconds cd after. Alhaitam’s rotation can extend longer than that, so basically some dps drop after 12 seconds.
